Overview

ProSphere is seeking a Senior Program Manager with experience managing Federal Government IT projects. The successful candidate will lead an integrated project team and provide program execution oversight in addition to technical guidance to deliver program management, application software development, implementation, cloud migration, training, technical and documentation. Specifically, the Senior Program Manager will direct a team of technical experts to perform requirements development, design and development, test and deployment of information technology solutions, and operations and maintenance of networks, systems, and applications including but not limited to website design, database solutions and project management office initiatives. The successful candidate will be responsible for leading and overseeing the effective application of processes in the execution and delivery of projects and programs within specific portfolios.

Responsibilities

  • Formulate plans and recommend effective strategies to the customer to meet cost, schedule, and deliverable objectives
  • Provide assistance in areas of software development, infrastructure development, cyber security, service desk, and project management office (PMO) tasks
  • Lead cross-functional teams in the delivery of high-risk, complex projects, directly affecting the ProSphere strategy to meet technology and business requirements on-time and within budget
  • Deliver quality project documentation (briefings, documents, plans, reports, etc.) to the government customer and corporate office in support of the overall project
  • Prepare and deliver regular, effective communications to ensure that project leaders, and senior leadership are adequately apprised of project statuses, successes, risks and issues
  • Define and manage a diverse project team, to include subcontractor partners
  • Define, delegate and manage project staff roles and responsibilities
  • Ensure the project is properly staffed and retained
  • Establish and assess the project cost and schedule
  • Prioritize new technology initiatives, projects, and tasks as needed
  • Identify risks and issues that will impact project performance and delegate the right resources to define, recommend and implement corrective courses of action
  • Coach and mentor assigned staff to continuously improve project performance
  • Assist with business development and proposal efforts as needed

 

Qualifications

  • Master’s degree, preferably in engineering, science, math or business administration
  • Project Management Professional (PMP) certification
  • Experience leading a technical team
  • Prior track record of successfully managing a budget of $5M or greater
  • At least fifteen (15) years of project management experience supporting Federal Government projects
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of an information technology project
  • Demonstrated success applying the principles and practices of program and portfolio management
  • Proven ability to lead and direct challenging projects and execute assignments independently within the scope of the contract
  • Demonstrated ability to maintain oversight and accountability for portfolio//focus area performance including creation/review of key project delivery metrics for all assigned areas of responsibility
  • Demonstrated experience providing administrative oversight, corporate management, and overall technical, schedule, and cost direction
  • Proficiency in timely and effective oral and written communication
  • Excellent organization and time management skills
  • Ability to work overtime required on occasion
